William (Bill) Carroll serves as a Executive Board Advisor of Project Meridian Foundation.
William Carroll is Senior Vice President of Strategic Programs at SiloSmashers, where he leverages his experience and his government and industry network to strategically position the company in the market place and identify business opportunities in the areas of Program Management Support, Performance Management, and IT Security, in the public sector.
Mr. Carroll has over 35 years of experience in operational management and program management in homeland security, the Federal Law Enforcement community, and the Intelligence community. He had an outstanding 27-year career in the Immigration and Naturalization Service, retiring as the District Director of the Washington DC Capitol Region. The United States Immigration Service now comprises the five major Agencies within the Department of Homeland Security: CBP, ICE, DRO, CIS, and U.S. Border Patrol. Mr. Carroll has also served as a subject area expert, providing consulting services on business strategy and operational/program management to many Fortune 500 companies.
Today, Mr. Carroll remains a prominent authority on law enforcement and homeland security issues. His advice and guidance are sought out on both national and international levels. He has received numerous awards for his work and contributions in the areas of law enforcement and security. He was a recipient of the Attorney General's Award for Distinguished Service¯then the highest award in the Department of Justice for Law Enforcement¯for his three-year undercover assignment with the Organized Crime Strike Force, for the U.S. Attorney’s office, for the Southern District of New York.
Mr. Carroll’s distinguished career in senior-level positions in both the public and private sectors has provided him with the extensive experience and subject matter expertise that he continues to use in his current leadership role.
